NLRBA Constitution
ARTICLE II. OBJECTIVE
Section 1- To encourage and promote the production of all breeds of domestic rabbits. Section2- To encourage, instruct, and promote the development of local youth clubs. Section 3- To provide and distribute information to local prospective rabbit breeders. Section 4- To work toward the common goal of producing better rabbits. ARTICLE III. AFFILIATION This association shall be affiliated with the American Rabbit Breeders Association, Inc. (hereafter may be referred to as ARBA, Inc.) and the Louisiana Rabbit Breeders Association (hereafter called the LRBA, Inc.). ARTICLE IV. MEMBERSHIP Section 1- Any person may become a member of the NLRBA, Inc. upon payment of dues as listed in the By-Laws and by agreeing to comply with all the rules, regulations and mandates of the NLRBA, Inc. Section 2- The Board of Directors reserves the right to accept or reject, for cause, any application for membership or renewal Section 3- All individual members above the age of ten (10) shall have the right to vote in person on matters before the club. Individual members may not vote by proxy. No individual member may have more than one vote. ARTICLE V. OFFICERS Section 1- The officers of the NLRBA, Inc. shall be members of the LRBA, Inc. and shall consist of a President, a Vice President, a Secretary/Treasurer and three (3) Directors. Section 2- The President with the approval of the Board of Directors shall fill vacancies in office. Section 3- All officers of the NLRBA, Inc. must also be members of the ARBA, Inc. ARTICLE VI. EXPENSES All expenses of the NLRBA, Inc. shall be paid from money coming in, and the Secretary/Treasurer shall be an allowed a petty cash fund to operate the business of the NLRBA, Inc. Bank account will be audited by a secondary member each year. ARTICLE VII. DUTIES OF OFFICERS Section 1- President: The President shall preside at all meetings of the NLRBA, Inc. He/She shall fill all vacancies in office, with the approval of the Directors. He/She shall appoint all chairpersons of committees. He/She shall perform all duties as is necessary in connection with his/her office. Section 2- Vice-President: The duties of the Vice-President shall be the same as those of the President in case the President is absent or disabled. Section 3- Secretary/Treasurer: The Secretary is responsible for processing membership application and maintaining a membership roster for the NLRBA, Inc. He/She shall process and keep records of club affiliations and sanctions. The Secretary will document minutes of meetings; maintain correspondence and any other records as needed. The Treasurer will be responsible for maintaining the bank account of the NLRBA, Inc. Section 5- Directors: The directors shall be members of the NLRBA Executive Board. Article VIII. ADMENDMENTS Section 1- This constitution may be amended by three-fourths (3/4) vote of the membership present. Section 2- New amendments or a change in our Constitution of By-laws must be submitted in writing at least forty-five (45) days prior to the meeting to the NLRBA, Inc. to the Secretary. Thus, he/she must publish said proposals thirty (30) days prior to the meeting. |
By-Laws
ARTICLE I. ITEMS OF BUSINESS
The Bi-yearly Meetings shall include the following items: *Roll Call *Reading of Minutes *Reports of Secretary/Treasurer *Reports of Committees *Election of Officers (at November meeting) *Unfinished Business *New Business Discussion *Adjournment ARTICLE II. BI-YEARLY MEETINGS Section 1- The NLRBA, Inc. shall hold bi-yearly meeting in the months of May and November. A newsletter/notice will be issued thirty (30) days before by email or regular mail as indicated by member, to inform each member. Section 2- Four (4) members shall constitute a quorum at all meetings of the NLRBA, Inc. No person shall act as a proxy for any member. Section 3- The President shall preside and the Secretary act as secretary at each meeting. The Vice-President shall preside in the event the President is absent. Section 4- No alcoholic beverages will be allowed during the meeting. Section 5- Meetings shall be held in conjunction with rabbit shows in May and November. ARTICLE III. MEMBERSHIP & PRIVILEGES Section 1- Membership fees in NLRBA, Inc. to be as follows: Adult $8.00 per year, $10.00 for Husband/Wife Youth (through the age of 18) $2.00 per year Section 2- Failure to renew individual, youth or any combination membership within thirty (30) days following the expiration date shall result in automatic termination of membership. ARTICLE IV. ELECTIONS Section 1- Officers shall be nominated and elected at each November meeting for the next year. The term of office shall run from January 1st to December 31st each year. Section 2- Any member in good standing is entitled to vote each year. Members shall be entitled to witness the counting of the ballots. Section 3- No member shall be placed on the ballot unless he or she is an active rabbit breeder. Section 4- Any member in good standing may be a candidate for the office of his or her choice. ARTICLE V. NOTICE All notices shall be sent to members by email if provided or prepaid mail to his/her residence or place of business according to the address as it appears on the roster of the NLRBA, Inc. All members must promptly send any changes of email or mailing address to the NLRBA, Inc. ARTICLE VI. FISCAL YEAR The Fiscal year shall run from January to December ARTICLE VII. PARLIMENTARY AUTHORY The rule of parliamentary procedure comprised in ROBERTS RULES OF ORDER shall govern the proceedings of the NLRBA, Inc. ARTICLE VIII. DISCIPLINE Charges of misconduct of members shall be made in writing to the Secretary. Officers shall consider the charges along with the defense in voting on the charges. A member may be suspended or expelled by two-thirds (2/3) vote of the club. |
